NORTH CAROLINA - As of July 1, 2016 an Electronic Lien and Title (ELT) process is mandatory for any North Carolina business that finances vehicles, vessels or mobile homes. The North Carolina ELT System began accepting liens on November 17, 2014.

SOUTH CAROLINA - On February 1, 2017 an Electronic Lien and Title (ELT) process will become mandatory for any North Carolina business that finances vehicles, vessels or mobile homes. All lenders must comply by August 1, 2017.
