Is participation in the ELT program mandatory?

Yes. As of January 1, 2013, under s. 319.27 and s. 328.15 of the Florida Statute, an Electronic Lien and Title (ELT) process is mandatory for Buy-Here, Pay-Here dealers, finance companies, or any entity that finances vehicles, vessels or mobile homes in Florida.

Do all of my liens have to become ELTs?

All liens that are recorded as of January 1, 2013 will need to be ELTs. Liens that have already been recorded and are being held as paper titles will remain paper titles. A title becomes electronic only when a new lien is recorded on it.

When does ADD charge me for my ELTs?

ADD will charge your prepaid balance our fee for the ELT service when your lien appears in your ELT tab. However, if there is not enough balance in your account, the lien will not show up in your ELT manifest until sufficient funds are added. You may set up an email notification on our website to alert you when your balance has gotten low by going to your “Preferences” tab and then your “Alert Notifier” sub-tab.

Can’t I just request a paper title and get it instantly at the DMV?

Unfortunately, no. You may request a paper title electronically under your ELT tab. You may either opt to pick it up (2-3 days after the request is made) or have it mailed to the address of your choice.

I lost my ELT number, where can I find it?

If you need to view your assigned ELT customer number, you will always be able to access it by going to your “ELT” tab. You will see your number in parenthesis in the top right corner following your company name.
