Changes to Salvage Reporting Process in Georgia

for Salvage on Wednesday, August 22, 2012 by Jay Svendsen

Effective July 1, 2012, with the passage of House Bill 872 during the 2012 session of the Georgia General Assembly, any business operating as a scrap metal processor, secondary metals recycler, or used motor vehicle parts dealer, must report certain motor vehicle title cancellation and National Motor Vehicle Title Information System (NMVTIS) information to the Georgia Department of Revenue. The law also requires the Department to provide an electronic reporting method for salvage dealers to meet those state and federal reporting requirements. In a July 2, 2012 Information Bulletin regarding the new law, the Georgia DOR announced they were authorizing Auto Data Direct, Inc.(ADD), to provide the reporting service on its behalf.

“We have provided NMVTIS reporting services to the junk, salvage, and insurance industries since the federal requirement went into effect in 2009,” said Jim Taylor, President of Auto Data Direct. “Our technical staff was able to respond to Georgia’s additional requirements. We are very pleased that our company can assist this jurisdiction and provide the industry with an easy to use solution to comply with the new law.”

In their July 2nd Information Bulletin, the Georgia DOR directed salvage dealers to Auto Data Direct’s website to set up an account and begin the new reporting requirements. ADD has set up a page specifically for Georgia salvage dealers which provides detailed information on the new law and walks them through the set-up and reporting process. DOR’s Information Bulletin can be found at https://etax.dor.ga.gov/Tax_Law_and_Policy_03.aspx.

As the approved portal for scrap metal processors, secondary metal recyclers and used motor vehicle parts dealers in Georgia, Auto Data Direct provides a system for affected Georgia entities to:

  • Report vehicle data to the state as required by Georgia law.
  • Report junk, salvage and total loss vehicle data to the National Motor Vehicle Title Information System (NMVTIS) as required by federal law.
  • Search for security interests or liens on untitled vehicles, as required by Georgia law.
  • Provide Georgia Title Cancellation Form MV-1SP to the Department electronically.

There is no cost for Georgia scrap metal processors, secondary metal recyclers and used motor vehicle parts dealers to report the required vehicle data through ADD’s salvage reporting system to comply with Chapter 560-10-30-.025-.34. There is a state fee of $1.00 per inquiry for the Georgia lien check on all untitled vehicles.

The scrap metal processor, secondary metal recycler, or used motor vehicle parts dealer shall continue to remit vehicle titles to the department in accordance with Code Section 40-3-36.
